Public Procurement remains a key focus for policy makers in this time of global downturn and austerity. As such both academics and practitioners have a desire to share their research and practice in and open and transparent environment. In Dublin, August 2014, the Sixth International Public Procurement Conference (IPPC6) will take place. The IPPC is the largest international public procurement conference globally dedicated to academic discussion and practitioner engagement. Over the last 10 years having built its profile in attracting partcipants from over 60 countries, it is hoped that the conference in Dublin will exceed this. . more

Best Paper Awards:
There are three best paper awards, with $3,000 for the 1st best paper, $2,000 for the 2nd best paper, and $1,000 for the 3rd best paper. In addition, there are awards for students� and practitioners� best papers. Following are three best papers from IPPC5. more

 

 

 


Advisory Council

The Advisory Council consists of invited public procurement executives of national procurement agencies and procurement associations as well as prominent public procurement scholars. The Council will help set the strategic plan for IPPC in research and publications and help find ways to advance global public procurement.

(Italy), a joint-stock company owned by the Italian Ministry of Economy and Finance, which develops IT and Public Procurement processes for the Ministry itself and for the entire Italian Public Administration.

Paul Buades, MS, is Director, UN Procurement Division (UN/PD), New York since 2006. Responsible for planning, developing, managing and directing the UN/PD in the implementation of a coherent and effective vision, strategy, policy, programmes to support all procurement activities at HQs, peacekeeping missions and Office Away from HQs (OAH). Started as a specialist in construction contract and management at the year of 1987. Now becoming a chief manager in not only contracting public construction, but also procuring public goods and service. Main concerns are optimizing construction cost through holistic life-cycle, balancing between quality and cost in public procurement, and structuring instruments for saving budget

Gerard Chick, (MSc.), is Head of Business Intelligence and Product Development, at the Chartered Institute of Purchasing & Supply, in the UK. He leads the CIPS Product Development Team where he is responsible for gathering the latest thinking from academia and practice in P&SM and understanding its relationship to the wider business agenda. Much of his work has been to describe key trends, to challenge orthodoxy and consider future possibilities in pushing the boundaries of procurement.

Sally Collier, Executive Director of Policy and Capability, Office of Government Commerce, UK. Sally’s current portfolio includes leading a programme of Procurement Capability Reviews (PCRs) in central government to assess and benchmark capability and effectiveness.  She is also responsible for the development and application of UK public procurement policy, and her team of policy experts represents the UK on public procurement at the European Commission and World Trade Organisation. Sally is responsible for OGC’s leadership across government to develop a consolidated approach to the use of public procurement in the furtherance of the UK Government’s wider policy goals – environment, social and economic.

David Drabkin, JD, is the Deputy Associate Administrator for Acquisition Policy and Senior Procurement Executive, Office Governmentwide Policy, US General Services Administration. He has received numerous awards recognizing his performance.  Most recently he was awarded the Meritorious Presidential Rank Award.
